Posted by Admin on July 28, 2009

CPI Maoist 9th Congress hall
Udupi July 28: Naxals have already announced that they will celebrate martyrs week from July 28 to August 3 which has caused anxiety among the public.
The Mattavu bomb blast incident that shook the entire State is completing four years. In the meantime, the Naxal activities are continuously on an increase in the Malnad region.
It was on July 28, 2005, Naxalites attacked on a police jeep at Mattavru. Mattavru is situated on the way to Hebri via Kabbinale route.
However, police had a narrow escape from the possible tragedy. They had retaliated but the attackers had already fled. The police vehicle bore extensive damages.
Apprehension
Naxals have already announced that they will celebrate martyrs week from July 28 to August 3 which has caused anxiety among the public. As a step to instill confidence among the people, local police and ANF personnel have started rigorous combing operations in the area. Home Minister Dr V S Acharya has recently instructed to deploy additional police force in the Naxal-infested areas.
Though no serious incidents occurred in Hebri surroundings after the Mattavu incident, such incidents are taking place in other places in the Malnad area frequently.
After the Naxalites attacked Seethanadi Bhoja Shettys house, no Naxal activities have taken place in the region. It was on the eve of the Assembly elections in the State, on May 15, 2008, Naxals murdered Shetty. And now, Naxals have announced martyrs week. There were also reports on Naxal movements in the area on July 11.Even after four years of the Mattavu incident, development is still a dream for Kabbinale villagers. Kabbinale coming under Mudradi Gram Panchayat in Karkala taluk is of 2,615.12 hectare area with 1,300 population.
Taluk Panchayat member Manujath Poojary representing Mudradi said development programmes could not be carried out in the area due to the strict regulations of the forest department. The Naxal Package could not be utilised because of the same reason.
A delegation of 7-tribal families had met former prime minister H D Deve Gowda soon after the Mattav incident and explained their miseries. Gowda had assured them of a helping hand. However, nothing happened thereafter.
Despite this, Mudradi GP tried its level best to develop Mattavu. The villagers got houses under Ashraya, Indira Awas schemes, solar electricity, agriculture equipment and the like. A sum of Rs 30 lakh has been released to Mudradi GP from 2006 to 2008 under the Naxal package, using which Nirani and Balladi roads have been developed. The village still has a lot of unfulfilled demands. It needs a government school, hostel, electricity connection to Mattavu, Mundani, Mudsalu, Parikallu, Beerabettu areas, bridges for Jeddugulelu and Balchar, and good roads. If any person falls sick here, then he should be carried on shoulder for many kilometres.

Raipur, July 27: Indian Maoists, described by Prime Minister Manmohan Singh as the country’s greatest security challenge, have come up with an audacious plan to seize political power by stepping up “armed resistance” and inflicting “severe losses to the enemy forces” all over the country.
At the same time, the outlawed Communist Party of India-Maoist (CPI-Maoist) is telling its guerrillas to learn a lesson from the decimation of the Tamil Tigers in Sri Lanka and not to be overconfident.
The CPI-Maoist programme is part of a 20-page secret policy document that was decided by the party’s leadership at an undisclosed forested area last month. Dated June 12, IANS has a copy of the document.
The CPI-Maoist has warned that its new war against the Indian state will be “more long drawn and more bitter” than the struggle India waged against British colonial rule for “seizure of political power”.
The document, ‘Post-Election Situation, Our Tasks’, is in English. It outlines how and where the Maoists need to step up attacks with a changed strategy, keeping in mind the setbacks suffered by the Liberation Tigers of Tamil Eelam (LTTE). Read the rest of this entry »

BHUBANESWAR: The State Government, which is under fire from the Opposition political parties for its failure to tackle the growing activities of the Naxalites, also had many successes in their fight against the Left wing extremists (LWEs) during the last five years.Security forces killed 52 Naxalites in various encounters and recovered 950 weapons during five years from 2004.
Besides, 616 Naxalites including some top-level activists were arrested during the period. The arrest of Sobha (chief of the women wing of the CPI-Maoist) on October 7, 2006 is considered to be one of the most significant achievements of the Orissa Police in their anti-Naxalite drive. Several key members of the organisation who were involved in the killing of Swami Lakshmanananda Saraswati were nabbed during the period.
Asutosh and Uday, two top functionaries of CPI-Maoist, were involved in the killing of the Vishwa Hindu Parishad (VHP) leader. Maoist landmine kills two troopers in Chhattisgarh
Posted by Admin on July 27, 2009

RAIPUR - Two troopers were killed and four injured late Sunday when Maoist guerrillas ambushed two paramilitary vehicles and triggered a powerful landmine blast in Chhattisgarh’s restive Bastar region, police said. Over two dozen Central Reserve Police Force (CRPF) troopers were in the vehicles when a landmine hit one of them and damaged its front portion in Dantewada district, some 350 km south of capital Raipur, said Deputy Inspector General Pawan Deo. Six injured CRPF men were rushed to a hospital in Dantewada where two of them succumbed to their injuries, he said. “The blast was targeted for a massive casualty but it hit only one vehicle. The troopers in the (other) vehicle fired on heavily armed guerrillas who countered the CRPF men for a while before disappearing into nearby forests under cover of darkness,” Deo told IANS. Police officials at Dantewada town said reinforcement of about 80-100 CRPF men besides a strong contingent of state police had reached the site. But a combing operation has been deferred till Monday morning as police suspect Maoists can ambush them if they sneak into forests in night. Forces have been put on high alert in the entire Dantewada district that has witnessed a string of deadly attacks in recent years. Blog Tharanga

Centre plans to uproot ‘Lalgarhs’ on AP borders
Posted by Admin on July 27, 2009
VIJAYAWADA: The Centre is planning to flush out Maoists from Agency areas on the borders of Chhattisgarh, Andhra Pradesh and Orissa, particularly on either side of the river Godavari.Sources close to the Union Home Ministry told Express that Operation Lalgarh, launched recently in West Bengal to drive away Naxalites, could well be repeated in the border areas of the three Naxal-hit States.More than 23 CRPF battalions are likely to be moved to Chhattisgarh and Orissa soon after the Amarnath Yatra, the sources said.
Of these, about 18 are currently deployed in Jammu and Kashmir to protect Amarnath pilgrims while a few more are attached to the Rashtriya Rifles, a paramilitary force carved out of the Army, for anti-insurgency operations. The Union Home Ministry has already decided to shift the CRPF battalions and is giving final touches to the operational plans, the sources said.Home Minister P Chidambaram, they said, is particularly upset over the complete breakdown of government in large tracts of land, especially in Chhattisgarh and some parts of Orissa on the Andhra Pradesh border.
Hence, the massive flush-out operations, the sources said.As of now, more than four districts in Chhattisgarh are more or less under the control of Maoists. Bijapur, Dantewada, Rajnandgoan and Narayanpur districts are home to a number of Maoists and their sympathisers. It is believed that more than 80 hard core Naxalites, including their chief Muppala Laxamana Rao alias Ganapthi, are taking shelter in Chhattisgarh. If Chidambaram’s plans materialise, the Maoists would be heavily outnumbered. Each CRPF battalion consists of roughly 1,000 men.As it is, there are about 12 battalions in Chhattisgarh and four in Orissa.
The proposed reinforcements in Chhattisgarh and Orissa would be in the ratio of 3:1.The intention, a ministry official said, is to seal the border to prevent the Naxalites from escaping into Andhra Pradesh where they have almost been decimated. The Centre may ask the police in all the three States to draft a strategy to effectively assist the CRPF.Naxalism, the Centre believes, is no longer a socio-economic problem but an internal security threat. That seems to be the lesson from Lalgarh.

West Bengal: Purulia Operation stopped
Posted by Admin on July 26, 2009
Purulia: Security forces stopped Purulia Operation today because they needed more policemen and trained commandoes to take control of the Maoist strong hold areas.
The operation had to be stopped as the administration thinks that the force needs more detailed planning to raid the Maoist-strong hold areas in Ayodhya hills. Otherwise, the forces may suffer a lot. The border between Purulia and Jharkhand has been sealed.
The Purulia operation started yesterday but security forces found that this is going to be tough operation as Ayodhya hills are redfort of Maoists.
Around 1200 central forces including state police started the Purulia Operation yesterday. The joint forces were divided into three groups to proceed towards Ayodhya Hill in Purulia.
According to the police, Joint forces were using Purulia as a corridor to communicate with Lalgarh. That is why, the adminstration targetted Maoist dens in Purulia.
It is suspected that the Chatrajoda, Dhanchatani, Simulbadi, Kalijorna and Hedalgedha are the Maoists-strong hold areas in and around the hills.
Maoists will observe mourning for seven days of those who sacrifised their lives in fight against the administration. The mourning will start from July 28 and end on August 3. Maoists in each part of India will participate in this mourning programme across the country. They will hold meeting and rally during seven days.
“We are observing the mourning to remember the sacrifice of the Maoists who died fighting against the police”, Maoists leader, Bikash said.

Police brutality: Uncertain Future for the Athlete of Lalgarh
Posted by Admin on July 26, 2009

It happened on the 19th of June, 2009. Police and paramilitary forces had just started joint operations in Lalgarh, West Bengal to evict the ‘Maoist’ terrorists from the tribal zone.
While proceeding towards Pingboni, the group of armed men met this 21 year old athlete Anup Mondal. Anup was returning from a friend’s place on a bicycle. Somehow the look of this tough young man irked the armed personnel and they started beating him up. He was severely beaten and his cycle was smashed.
Anup is a well-known runner and his name is known through the district. He got many awards in district and inter-district competitions. His dream was to join the state level marathon. Poverty was the main hindrance. Still he managed to complete his graduation last year and carries on his athletic practices.
Anup’s father Dasarath Mondal of Umrapota village in Goaltor is a hawker. He was stunned at this sudden attack and told the reporters that he could not believe that they could beat up Anup, like this – simply without any provocation. ‘They could detain him, question him and even arrest him if anything suspicious was found’ he said. But they broke his left arm and badly wounded his legs and he felt severe pain in his waist. ‘Why?’-asks Dasarath. Anup’s mother Chanchala is a housewife and Anup is the elder of the two sons in this poor family. Anup was in bed, his whole body covered with bruises, his childhood dream of becoming a runner shattered.
Finally the injured Anup filed a complaint at the Goaltor Police station. He also appealed to the Superintendent of Police, West Midnapur and the Human Rights Commission. He says that he expected, with the coming of armed forces, normalcy would be restored in the area. Earlier he had only heard about police atrocities, now he experienced it on his person. On his complaint, the police wanted to settle the matter by paying money.
No, Anup Mondal of Goaltor wants justice; he wants that the aberrant policemen should be severely punished.
