Kokrajhar, Sept. 5: The family of an Ulfa militant who was shot dead by security personnel last night today accused the army and police of torture before killing him.

Pronoy Roy, a “sergeant major” of the outfit’s 709 battalion, was allegedly killed in an encounter with security forces at Kalipukri Tilapara under Kokrajhar police station around 10pm. Contesting the claim, Pronoy’s family alleged that he was tortured after being picked up from the house where he was taking shelter before security forces shot him dead.

“The body bore cut marks all over, inflicted with sharp weapons. That proves he was tortured before being killed. There is no doubt that he was a militant, but one should not be treated this way,” Pronoy’s elder bother, Pani, said.

“If one is guilty he should be punished through a legal process. They (security forces) have no right to kill anybody in this manner.”

Sources in the village said acting on a tip off, a joint team of the army and the police stormed the house of Biren Roy where Pronoy was taking shelter and took him away.

The police later claimed he was killed in an encounter. One 9mm pistol, a satellite phone, a Chinese grenade, 19 bullets with two empty cartridges, four mobile sets, a detonator and some documents were found on the militant. TT
